President-elect Trump has promised to impose a 25% tariff on all goods from Canada and Mexico unless they stop the flow of illegal immigration and drugs across their borders into the U.S., and an additional 10% tariff on all goods from China as part of his first executive orders. Our Research and Policy Analysis Department has prepared slides explaining the mechanisms through which the president can implement tariffs and the USMCA implications of imposing across-the-board tariffs on Canada and Mexico.
