Jay Driscoll is a Managing Partner at FTP – and was also a Partner with FTP’ predecessor firm, Cauthen, Forbes & Williams.

Prior to joining CFW and FTP, Mr. Driscoll served as the Director of Government Affairs at CTIA – The Wireless Association®. There, Jay led the group’s Democratic lobbying shop. He was responsible for implementing the CTIA’s legislative agenda – which focused on tax, competition, and spectrum issues.

Jay also spearheaded efforts to develop the PAC budget for House and Senate Democrats.

Before his tenure at CTIA, Jay was a top Legislative Assistant for former Senator Max Baucus (D-MT) – handling a broad set of issues before the Commerce, Finance, and Energy and Natural Resources Committees.

Mr. Driscoll’s most noteworthy efforts during his time with Senator Baucus include his work on Universal Service and Spectrum Reform, the Safe, Accountable, Flexible, Efficient Transportation Equity Act (SAFETEA-LU), Federal Aviation Administration Reauthorization, and the Energy Policy Act of 2003.

Before joining Senator Baucus’, Jay served as a leading economist for the Montana Public Service Commission. Here, he concentrated on the economic analysis of the telecommunications, and oil and gas industries. Along those lines, Mr. Driscoll also served as the chief analyst on numerous high-profile dockets that involved investor-owned and regulated utilities – and provided valuable counsel to several national public utility organizations.

Long active in Democratic politics, Jay served as Chief of Staff to the Minority Leader of the Montana House of Representatives and Regional Political Director for the Montana Democratic Party. He was also an active member of the Obama campaign’s Technology, Media and Telecommunications Task Force, where he helped to shape then-Senator Obama’s technology and innovation platform.

A third-generation Montanan, Mr. Driscoll has a Bachelor’s in Economics from the University of Montana. He resides with his wife Erin P. Billings in Washington, DC.
