With over two decades of international, multi-state, and federal government relations experience, Steven is adept at advocating for clients and their business initiatives while effectively navigating their public policy challenges and legislative concerns. Steven helps lead FTP’s growing State & Local practice, which leverages the firm’s extensive relationships in statehouses from coast to coast and provides our clients access in all 50 states. He has strong ties to elected officials at all levels of government on both sides of the aisle – from governors and attorneys general to state legislative leaders and mayors throughout the United States.

Steve’s ability to understand his clients’ opportunities and challenges at a high level – while succinctly developing and executing smart, impactful strategies that address both internal and external constituencies – has earned him a proven track record of success. His reputation in the industry is a testament to his ability to help clients achieve their business objectives in the face difficult, complex legislative and policy circumstances.

Before joining Forbes Tate, Steven served as Managing Director and National Director of Grayling/Dutko Worldwide’s State and Local Government Affairs practice, where he led all lobbying efforts for clients across the country. Over the course of his career, Palmer has served as a senior staff member in the United States Congress, managed state-wide campaigns, and has consistently worked for clients on some of our nation’s most pressing public policy matters since entering the private sector.

An avid ultra-runner with an eclectic taste in music, Steven knew very early on in life that he loved politics and government affairs. In grade school, he handed out candidate leaflets and was elected student body president as an undergraduate at the University of Northern Colorado.
