Gould’s career spans decades of experience in campaigns, communications, and policy, with a focus on rural economic development, tribal issues, agriculture, and energy. Gould has served at the highest levels of government, including Chief of Staff to former Senator Heidi Heitkamp.  She has navigated some of the most tumultuous political environments in the country, achieving results and remaining focused on the policy issues at stake.

Tessa is a sought-after strategist precisely because there is no one else with her record of success in this polarized political landscape. Her deep understanding of rural and moderate political dynamics led her candidates to win races where no Democrat had succeeded since.

Tessa’s dedication to building relationships with experts across various domains has also been a key factor in her success. She has a deep understanding of the complexities of policy issues and a strong ability to bring together diverse stakeholders to find common ground. 

In addition to her professional accomplishments, Tessa is also a committed volunteer and community leader. She serves on the boards of several non-profit organizations, including 131 and Counting, the RG3 Foundation and Make-A-Wish Mid-Atlantic. She also volunteers with a variety of local charities, such as the United Way and the Ronald McDonald House.
